Buku bacaan tentang Kebijakan Publik ini merupakan himpunan dari beberapa artikel yang pernah ditulis untuk berbagai kepentingan, yang kemudian diedit seperlunya dan diterbitkan oleh Penerbit Manggo guna menambah khasanah perbukuan kita di Tanah Papua.
Secara akademik, buku ini memuat teori, konsep dan aplikasi analisis kebijakan publik yang dikontekskan dengan kasus-kasus yang khas papua. Bab 1 menguraikan beberapa definisi makna bentuk jenis serta model kebijakan public.
Kemudian pada Bab 2 dibahas khusus mengenai model perumusan Kebijakan yang dikontekskan dengan pernyataan Bupati Kabupaten Jayapura terkait pelimpahan wewenang pengalolaan satuan pendidikan PAUD dan SD dari Pemerintah Daerah kepada Pemerintah Kampung serta rekomendasi kebijakan yang dirumuskan berdasarkan beberapa kriteria-kriteria analisis kebijakan publik.
Lalu pada Bab 3 menguraikan implementasi kebijakan publik. Dalam bab ini diulas secara praktis manfaat teori kebijakan publik dalam menganalisis implementasi program dan kegiatan pemerintah Kabupaten Yalimo dengan pendekatan atau model Miralle S. Grindel , yang dikontekskan pada semangat Otonomi Khusus Papua, yakni Keberpihakan, Perlindungan, dan Pemberdayaan Orang Asli Papua.
Pada Bab 4 atau bagian terekhir ini penulis menguas evaluasi kebijakan publik dengan contoh kasus Program Penelusuran Dan Pengembangan Potensi Putra-Putri Papua (P5) Asal Kabupaten Jayapura Provinsi Papua, yaitu salah satu program primadona Pemerintah Kabupaten Jayapura.
